As this student pointed out in their recap of what happened, they were using their phone before walking into the classroom and prior to class even beginning. To assume that this student was breaking rules and regulations about phone usage was wildly out of line. Moreover, it's clear that the teacher already had a tense dynamic with the student and was likely hoping for him to break the rules so she could reprimand him in some way.
As such, she immediately tried to confiscate his phone, only to eat her own words when she discovered that he actually was, in fact, using his phone for emergency purposes.
